    About the Book
    Judging Statutes is a spirited and compelling defense of why judges must look at the legislative record behind a law — and not merely the statute itself. Judge Katzmann offers a powerful challenge to Supreme Court Justice Antonin Scalia’s textualist approach, arguing that when interpreting laws, the courts must be mindful of how Congress makes its purposes known through the laws themselves and reliable accompanying material. Judge Katzmann, the only federal judge who holds a Ph.D. in political science, gives a lively account of the federal legislative process and the interplay between Congress and the courts, which has an impact on all Americans. Judging Statutes is important reading for concerned citizens, law students, government students, lawyers, judges, and legislators.

    About the Author
    Robert A. Katzmann is Chief Judge of the United States Court of Appeals for the Second Circuit. Before his appointment to the federal bench, he was the Walsh Professor of Government, Professor of Law, and Professor of Public Policy at Georgetown University. His work throughout his career to make government function more effectively for all inspired the creation of the Immigrant Justice Corps, the nation’s first fellowship program dedicated to providing high-quality legal assistance for immigrants. Ting Poon ‘15 and Paola Uriarte ’14 are currently serving as IJC Fellows.
